Welcome again to the Spring Edition of Reclink brought to you by the City of Greater Geelong in partnership with Leisure Networks.
Water, or lack of, continues to be an issue for sport in the region. With very dry and mild conditions in August and September we are likely to be facing another summer under stage 4 Water restrictions. The City has been working with Barwon Water, Sporting Associations and individual clubs on responding to the conditions and planning for the future.
The City has recently had staff present at the National parks & Leisure Australia conference on how we have managed through the severe drought and water restrictions. Feedback from the presentation indicates we are experiencing some of the most severe water restrictions in Australia. It is testament to the resilience of the sporting community of Geelong that we have been able to continue playing sport through this period.
As we go to print, Barwon Water have announced an allocation of water to support sport through the summer period. This allocation will not allow all grounds to be irrigated but will enable the City to keep a number of grounds in playable condition. G21 wins national award for Regional Sports Planning
The City of Greater Geelong and the other member Councils of G21 have received a national award for regional sports and recreation planning.
The G21 Regional Sports Development Plan and Sport and Recreation Infrastructure Strategy formed the entry that won the Planning category at the 2007 Parks and Leisure Australia Conference held last week in Townsville.
The City of Greater Geelong’s Sport and Recreation portfolio holder Cr John Mitchell said the award was recognition of G21’s regional approach to sports development.
“There were two aspects to our entry – the first was finding ways to help clubs and associations deliver sport to local communities – the second was developing infrastructure that caters to demand within the G21 region,” said Cr Mitchell.
Cr Mitchell said there were several major projects that had originated from the two strategies.
“Among the major infrastructure projects are the funding and development of a new regional aquatic centre at Waurn Ponds and the $1 million upgrade of the athletics track at Landy Field in Geelong.
“Sports development projects include the provision of recreational facilities within the Armstrong Creek Urban Growth Plan, and plans for fostering the sports of hockey, tennis and cycling,” Cr Mitchell said.
The PLA Planning Award is given to ‘an organisation or project that demonstrates the highest standard of parks and leisure planning undertaken over the past four years.’
Projects that have originated from the plans:
- Funding and development of a new regional Aquatic Centre at Waurn Ponds.
- Urban growth planning of new regional facilities (ie Armstrong Creek Regional Soccer / Sports facility).
- The engagement of State sporting associations in the creation of regional development plans for their particular sports.
- Development of Sports House, containing Leisure Networks, CoGG, the Barwon Sports Academy and the Australian Sports Commission as tenants.
- Sports development plans for cycling, hockey and cycling.
- Athletics track upgrade.
- Barwon Sports Academy.
- Cycling Strategy and feasibility into a Home for Cycling.
- Club Network.
- Service level agreements between local government and Leisure Networks.
Fourteen local sports legends unveiled in Kardinia Park
The first 14 inductees into the Geelong Sports Legends Plaza were unveiled at an official ceremony featuring family members of many of the sports legends.
The 14 sports legends are:
- James Wilson Jnr (horse racing & football)
- Charles Brownlow (football)
- Jack Hawkes (tennis)
- Reg Hickey (football)
- Dick Garrard (wrestling)
- Lindsay Hassett (cricket)
- Leo White (boxing)
- Russell Mockridge (cycling)
- John Landy (athletics)
- Trevor Billingham (little athletics)
- Ian Redpath (cricket)
- Wayne Davies (real tennis)
- Greg Stewart (triathlon)
- Simone McKinnis (netball)
The Legends Plaza was funded from a $2 million Commonwealth Government grant and comprises a series of two metre tall displays featuring an image of each sports legend and a brief summary of their best known achievements.
In addition to the display stands are a number of 3.5 metre high sculptures, by renowned sculptor Mark Stoner.
City of Greater Geelong Mayor Cr Bruce Harwood said the plaza was more than a sporting tribute.
“The Legends Plaza honours sporting achievements but it also acknowledges the positive influence sport has on people’s lives,” he said.
“The qualities we admire in successful sports people such as dedication, persistence and courage are the keys to success in any walk of life.”
“You don’t need to be a sports star to be inspired by the legends’ stories to strive for excellence in your own life.”
Cr Harwood said he hoped the legends plaza would inspire young people to emulate their heroes.
The City of Greater Geelong acted as projected manager for the Legends Plaza project, which was funded by the Federal Government through the Department of Communications, Information Technology and the Arts.
The Commonwealth Government contributed $2 million for improvements to Kardinia Park, which included the development of the plaza and new entrances to the north and south of Skilled Stadium on Moorabool Street.
How does the City PLAN for the future of recreation and open space?
The City undertakes a range of measures to ensure the future provision of open space occurs and the leisure needs of the community can be achieved. The aim of Council is to ensure that all new residential developments and existing open space areas provide for a broad range of accessible, sustainable, green open spaces and recreational opportunities, including active sports, playgrounds, passive recreation, formal and informal meeting and community facilities and spaces connected walking and cycling trails and pathways, waterways and preserved natural environments.
The City has one opportunity per annum to seek funding to the value of up to $30,000 from the State Government to assist in recreational planning activities under the Community Facility Funding Program – Planning Category.
The Planning category supports Council to provide a planned response to local community sport and recreation needs.
To encourage:
• integrated recreation planning linked to other planning processes of councils;
• recreation planning utilising partnerships and/or strategies for community strengthening such as planning for specific areas, master plans for a specific site where a number of management and development issues need clarification and resolution to maximise use for sport and recreation;
• sub-regional and regional planning and development including planning for specific facility types such as aquatics, indoor stadia etc; and
• feasibility analysis and business planning for all major facility developments which should critically assess a proposal and allow council to make informed decisions about whether to proceed with the project. Feasibility studies may be for:
• developing new facilities;
• redeveloping existing facilities;
• rationalising similar facilities;
• providing regional facilities; and
• building on community strengths and assets.
The City was successful last year in obtaining $30,000 to contribute to the Geelong Cycling Strategy and Home of Cycling Study which is nearing completion after 10 months of consultation and review. A Draft Strategy shall be released to the public shortly for comment.

Greater Geelong Cycle Strategy
The Greater Geelong Cycle Strategy is nearing completion after some 10 months of consultation, research and planning. The strategy includes a study on the feasibility of developing a ‘Home for Cycling’ in Geelong. Please note that the draft strategy will be on display for public comment for four weeks (during October and November). Copies will be on display at Customer Service Centres and for download via the project website.

Geelong to host 2010 UCI Road Cycling World Championships
Some exciting news...on the 25 September, in Stuttgart Germany at 9pm, Melbourne/Geelong was announced as the host City for the 2010 UCI Road Cycling World Championships!
Our bid started some five years ago with the vision that Geelong had the capabilities to stage some of this World Class event and over time there have been many people at the City of Greater Geelong involved in the bid process and in the promotion of Geelong as a potential host venue, to not only the State Government but also to the UCI world cycling body.
In a statement to the media, the Mayor Bruce Harwood explained that “In 2010 we can expect tens of thousands of visitors to come to the Geelong region and television coverage of the racing will reach an audience of several hundred million people. There has never been anything like this in Geelong before – I cannot overstate how big this event is on the world stage.”
The last time the world cycling championships were held outside Europe was in 2003, the Canadian City of Hamilton was the host City. During the week of the championships Hamilton attracted more than 230,000 spectators. There were 1,225 athletes from 57 countries. The road race component of the Hamilton championships drew an audience of more than 170,000 spectators. The road races are the events that will be staged in Geelong.
More than 900 media representatives attended from 33 different countries and the host television broadcasters estimated that 267 million viewers saw the event.
This will be an amazing event for Geelong to be a part of. Dust off your lycra and WD40 that bike chain!
Eastern Park and Geelong Botanic Gardens Strategic Plan
Located less than 1.5 kilometres from the City centre, Eastern Park is Geelong’s premier regional park. Eastern Park covers an area of approximately 1.2 square kilometres and incorporates the Geelong Botanic Gardens.
The Eastern Park and Geelong Botanic Gardens Strategic Plan has been developed in 3 stages:
Stage 1 is the Heritage Conservation Assessment which identifies heritage elements (high/low significance) within the park. This includes landscape and built elements. The Heritage Assessment sets parameters for the rest of the project and provides a management plan for areas of heritage and environmental significance.
Stage 2 is the actual Master Plan. It recommends 32 actions to address improvements to pedestrian movement, vehicle movement, landscape, attractions and facilities. The actions have been developed as the building blocks of the master plan, and represent the processes by which identified issues are addressed and agreed principles are implemented.
Stage 3 is the Management Plan for Eastern Park and the Geelong Botanic Gardens which aims to address key management issues to ensure its continuing prosperity as Geelong’s premier regional park. The plan covers issues such as traffic, events and activities, wildlife, arboriculture and the Botanic Gardens.
The Eastern Park and Geelong Botanic Gardens Strategic Plan provides a 50 year vision for the park and a 10 year implementation plan.
The Draft Strategic Plan will be on display for public comment for four weeks (during October and November). Copies will be on display at Customer Service Centres and for download via the project website. A public information session has been planned for Wednesday 7th November from 4-7pm at City Hall (cnr Lt Malop and Gheringhap Sts, Geelong).

Grants Update
Country Action grants Scheme (CAGS) & Victalent
The Country Action Grant Scheme aims to increase the capacity of community sport and recreation organisations in rural Victoria. Grants of up to $5,000 are available for three project types:
- Improving Organisations
- Enhancing skills
- Including Everyone.
Please note that this year the CAGS and Victalent have been changed so the applications are open all year round!!
Applications will remain valid for 12 months except where projects are tied to a particular time frame.
Remember that the Country Action Grant Scheme and Victalent are separate, with separate guidelines and application forms.
Eligible clubs and organisations may apply for one grant of up to $5,000 under one of the CAGS, they may also apply for up to two $500 Victalent travel assistance grants.

Drought Relief for Community Sport and Recreation
Our local sports grounds and other sport and recreation facilities are a vital part of the social fabric, strength and well-being of Victorian Communities.
Managing the impact of the current drought on community sport and recreation is a high priority for the Victorian Government. This year the Victorian Government will provide a further $12.9 million to help protect communities on stage 3 or higher water restrictions across the state. This is made up of:
- $9.3 Million for the Drought Relief for Community Sport and Recreation Program 2008 to help local communities maintain local community sport, reduce the impact of drought, minimise water use and improve the condition of local sport and recreation facilities and;
- $3.6 million for a Synthetic Surfaces Program to establish artificial sports surfaces in key locations across the state that will ensure the viability of local leagues and competitions.
Only Council's may apply and the City of Greater Geelong will be prioritising projects and developing applications in the near future.

Good Sports goes beyond sport
With mental health becoming increasingly recognised as an important social and political issue, the ADF’s Good Sports program has launched a project to support sporting clubs in the Geelong region work on mental health issues. Mental health promotion is a term that covers a variety of strategies and interventions that are designed to have a positive effect on mental health.
The pilot program, which has been funded by beyondblue, kicked off in August; with four Victorian Level 2-3 Good Sports accredited clubs (Murrabit and Macorna Football and Netball Clubs, Geelong Lawn Tennis Club, and Drumcondra Bowling Club) taking part.
Two project officers from Leisure Networks are managing the implementation of the program in Geelong, and the Kerang Community Health Centre is managing the rural program.
The aim is to investigate whether mental health promotion initiatives can be effectively implemented using the Good Sports network of Project Officers and ‘community partnerships’.
We are all aware of the benefits of sports clubs to our physical health, but the impact of sports clubs on our mental health is starting to gain more attention. Interventions that will be trialled in the pilot include anger management, body image for young women, and a program for new parents. The program is also delivering Responsible Serving of Alcohol and Mental Health First Aid courses.
PICSAR Update
“Sustainable Physical Activity in Neighbourhoods” (SPAN)
This project in Corio and Norlane is progressing well as it heads towards its completion date. Steve’s ‘After School Activity Program’ for Term 4 will have students enjoying softball, badminton, cricket and table tennis. Steve has had another highly successful program this year, with many kids in the Northern Suburbs getting to try a range of sports and activities.
The third ‘Hospital Admission Reduction Program’ (HARP) ‘Come-&-Try’ program will begin for their clients this week. First up in the 5 week program is an introduction to the NoFalls program, followed by Strength & Tone, Tai Chi, Bowls/Bocce and Table Tennis. We hope that this will once again be a great introduction to local activities on offer for older adults.
Women from the Wathaurong Aboriginal Cooperative have almost finished their jam-packed 5 week ‘Come-&-Try’ program. The participants have so far enjoyed Snooker, Shooting, Water Aerobics, Croquet, Softball and Archery, with Darts, Boxercise and a music session to go. The participants have had plenty of fun so far, with shooting being the biggest hit! We hope to see some women go on and continue in some of these activities after the program finishes, and a big thanks to the clubs for running the sessions.
A Corio Pram Stroll will be held on Thursday October 25 at Rosewall Neighbourhood Centre encouraging new parents and children to get active and eat well. We look forward to a great turnout, and hope that there is interest in starting a pram walking group.
We also have several other exciting programs ‘in the pipeline’ and will provide more information as they develop.
PARKOUR
Young people from Geelong will be treated to a ‘Parkour’ instruction session on Wednesday October 5th in Johnston Park. Experts from Melbourne will take participants through the basics of this exciting new activity which combines gymnastics and acrobatic movements in an urban environment.

Out of Africa, In to Soccer project

I would like to introduce myself as the “Out of Africa, Into Soccer” Project Officer for Diversitat, based at the Geelong West Office in Pakington St.
My role will be to facilitate the participation of African community members into sporting activities. Initially, I will be working with the Sudanese community and the Corio Bay Soccer Club, however I hope that the project will be broadened with time to include other sporting activities throughout the Geelong region. The project, funded by VicHealth, is a joint initiative between Diversitat, Leisure Networks, Corio Bay Soccer Club, Geelong Sudanese Association and the Football Federation of Victoria.

Water Allocation to be shared among 39 Sportsgrounds
City of Greater Geelong Mayor Cr Bruce Harwood has welcomed Barwon Water's allocation of 500 million litres to be distributed among local councils and sports clubs for public recreation facilities.
"Barwon Water should be congratulated for recognising the important role that locally based sport plays within the community. The City of Greater Geelong's share of the allocation will be used to water 39 reserves spread across the municipality, to ensure the continuation of a wide range of summer and winter sports," he said.
"Rugby league, soccer, hockey, cricket, football and baseball are just some of the sports that can be played on the reserves, which will be maintained in a playable condition."
"The reserves were selected following consultation with clubs and associations as well as assessment of ground condition. Also, a number of factors such as the range of sports covered, geographic spread and presence of an in-ground irrigation system were taken into consideration."
Cr Harwood said Council staff were currently visiting reserves to reconnect irrigation systems from tanks to mains supply and to test systems that hadn't been used during the restrictions period.
Once this has been completed, the following reserves will be watered between one and three times a week depending on weather and the type of turf, which will keep them safe for use:

"Council will, of course, continue to use alternative water sources such as reusing back wash water at public pools to irrigate grounds," Cr Harwood said.
Barwon Water are working with golf clubs, bowling clubs and croquet clubs regarding a separate water allocation.
Staff Profile - Kristyn Aquilina
Kristyn Aquilina joined the Recreation and Open Space team in September 2007 as the new Recreation Liaison Officer – replacing David Goldie. Kristyn is a qualified Fitness Instructor and also has a double degree in Sports Administration and Business Management.
Kristyn was previously employed by Bowls Australia as the Administration Coordinator. This was her first position out of University and it helped her gained some invaluable experience in dealing with clubs and State associations. Kristyn resides in Hoppers Crossing with her partner Brad and their dogs Otis and Metz. She enjoys keeping fit, doing anything outdoors and traveling.
Kristyn is the liason officer for the North zone and also coordinates casual bookings of the City's sporting reserves.
Kristyn is excited about taking on a new challenge and a new direction with her career. She is very pleased to be working with the friendly Recreation team and hopes to learn a great deal from the very knowledgeable team. Staff Profile – Genevieve Twyford
Although Genevieve enjoyed her time off work with her family she is very happy to be back with the City of Greater Geelong while Fiona Zinn is on maternity leave.
Genevieve and her husband Jason have a young family , Lily and Danielle and lives in Belmont. Gen enjoys the outdoors especially our parks, sailing on Corio Bay, gardening, kiteflying and scrapbooking in between house renovations.
Gen's looking forward to catching up with all the clubs over the coming season.

With over 1600 sporting and recreation clubs within the Barwon Region, Leisure Networks in partnership with 4 Local Government Authorities (City of Greater Geelong, Surf Coast Shire, Colac Otway Shire and Borough of Queenscliff) are continually looking at ways of providing:
- support for clubs in their activities
- access to training and resources;
- and assistance for volunteers.
The ever growing demand for professionalism and compliance from sport and recreation organisations, pose real challenges to local clubs and volunteers and ongoing assistance and resources are required. It is also recognised that clubs can learn a great deal from each other and that opportunities to bring volunteers together to share their ideas and initiatives is worthwhile.
The Club Network brings club representatives together with staff from key support and funding agencies as a means of keeping volunteers informed, providing relevant training where needed and lessening workloads.
At the bi-monthly Club Network meetings your club will receive:
- Free training and ongoing advice for Club Network Members;
- Up to date information about funding avenues and available grants
- Provision of planning materials to assist your club to develop and work towards identified goals
- Opportunities to find out how other clubs are tackling issues
- Association with representatives from key support agencies.
